In full: "I hereby authorize and direct the Secretary of State [William E. Evarts] to cause the Seal of the United States to be affixed to a warrant for the pardon of Charles Jones, dated this day, and signed by me, and for so doing this shall be his warrant."

Hayes' warrants were a printed reproduction of a handwritten text.
"a warrant for the pardon of Charles Jones" is handwritten, in a different hand than Hayes'.
