John Quincy Adams Act of Congress Circular signed as Secretary of State

A one page, folded pre-printed circular issued by the Department of State, sent to various Customs Collectors around the country, boldly signed at the conclusion "J.Q. Adams" by future U.S. President John Quincy Adams. Adams signed this document as Secretary of State.

The missive is dated Nov. 30, 1819 and references two Acts of Congress passed in March of 1819 that relate directly to customs procedures.

This copy is hand-addressed (in a different hand) to Josiah Hook, Customs Collector in Penobscot, Maine. The official order permits customs officials to inspect incoming ships and note their cargo, be it material or passengers. The circular reads in part:

"...The captain or master of any ship or vessel arriving in the United States, or any of the territories therof, from any foreign place whatsoever... shall deliver and report, to the collector of the district in which such ship or vessel shall arrive, a list or manifest of all the passengers taken on board of the said ship or vessel at any foreigh port or place, in which list or manifest it shall be the duty of the said master to designate, particularly the age, sex, and occupation of the said passengers, respectively the country to which they severally belong, and that of which it is their intention to become inhabitants..."

The document, which measures approximately 8" x 9.5", opens up to twice the size inside, where there is a blank ship's "List of Passengers" printed, with columns for Names of Passengers, Age, Sex, Occupation, Country, Country to which they intend to become inhabitants, and Died on the voyage. The back of the page has handwritten filing notes.

An interesting and rarely seen piece of US Naval History. In overall fine condition, with light overall toning, and two fold marks.
